In the latest suitability process, the Racing and Gaming Minister found Crown Perth suitable to continue operating the Perth Casino after a Gaming and Wagering Commission assessment and the completion of an Independent Monitor-led remediation program. That finding matters, but it is not the same thing as a guarantee that gambling is safe or risk-free.

Crown Perth has an identifiable casino licence holder, an active Western Australian regulator, a current suitability finding and specific harm-minimisation controls. Burswood Nominees Ltd holds the casino gaming licence, and the Gaming and Wagering Commission of Western Australia regulates casino gaming at the venue. Who regulates Crown Perth?

The Gaming and Wagering Commission of Western Australia is the key state regulator for casino gaming at Crown Perth. The legal framework is not a single document. Crown Perth operates within Western Australia’s casino and gaming legislation, including the Casino Control Act 1984, the Casino (Burswood Island) Agreement Act 1985 and the Gaming and Wagering Commission Act 1987.

A January 2026 Western Australian Government Gazette notice identifies Crown Perth at Burswood, names Burswood Nominees Ltd as the casino gaming licence holder and describes the licensed area.

From the Royal Commission to the 2025 suitability decision

The 2025 suitability decision followed the 2022 Perth Casino Royal Commission, a remediation pathway and independent monitoring. The Western Australian Government later moved through a formal suitability assessment after that work.

Following that work, the Gaming and Wagering Commission assessed the licensee and recommended that the Minister not take punitive action under section 21B of the Casino Control Act. The WA Government’s current suitability announcement says the Racing and Gaming Minister found Crown Perth suitable to operate the Perth Casino. The government’s assessment material points to changes in corporate and governance structures, employee screening and training, measures aimed at reducing gambling harm, and anti-money laundering and counter-terrorism financing controls.

The Minister’s suitability finding confirms that the state process reached a positive conclusion after the remediation work. It does not guarantee future compliance, player outcomes or an absence of further regulatory action.

What the suitability finding does – and does not – mean

A suitability finding reflects the regulator’s assessment under the applicable legal and regulatory standards. It should be read alongside continuing supervision of casino operations, not converted into a guarantee of future compliance or player outcomes.

Why the Royal Commission still matters

The 2022 Perth Casino Royal Commission is relevant because it explains why Crown Perth underwent the later remediation and monitoring process. The Royal Commission concluded that Burswood Nominees Limited was not then a suitable person to continue to hold the casino gaming licence, with findings involving failures in reducing gambling harm and preventing criminal activity. The subsequent framework was designed to provide a pathway back to suitability rather than simply treating the earlier findings as closed history.

The current regulatory position includes both the 2022 Royal Commission findings and the later suitability outcome. The Royal Commission led to remediation and independent monitoring; the subsequent Commission assessment and Ministerial decision reached a positive suitability finding. Both stages are part of the venue’s regulatory history.

Current safeguards visible at venue level

Regulation is only one part of the safety picture. Crown Perth also operates venue-level gambling controls. Electronic gaming machine play is now linked to carded play with time and loss controls. Crown Perth requires EGM players to set a weekly time limit, capped at 28 hours, and to set a weekly loss limit. The current framework also includes a 12-hour daily cap and mandatory breaks during extended EGM play.

These measures should still be understood as risk controls, not promises. Limits, breaks and account-linked play can support oversight and help players monitor behaviour, but no technical control can guarantee that an individual will avoid gambling harm.

Crown Perth also applies a $10 maximum bet to gaming machines on the main gaming floor and in the Riverside Room. Monthly Player Activity Statements give members a record of EGM time, wins and losses linked to carded play, alongside the limits set before play.

Crown PlaySafe and support

Crown’s venue-specific safer-gambling program is Crown PlaySafe. Its current Perth material describes an onsite team available 24/7, a PlaySafe Centre and tools including self-assessment, self-exclusion, third-party exclusion, play periods and time and loss limits for electronic gaming machines. Crown also states that the team can provide confidential support and referrals.

State casino regulation versus federal online gambling law

Australia’s gambling framework can be confusing because land-based casino regulation and interactive gambling rules operate at different levels. Crown Perth’s casino gaming licence is a Western Australian land-based matter. Federal rules administered by the Australian Communications and Media Authority address interactive gambling services, including restrictions that apply to online casino-style services.

Crown Perth holds a land-based Western Australian casino licence. Crown Rewards accounts and the Crown app do not convert that licence into an online casino licence, and federal tools for licensed online or phone wagering do not automatically apply to in-person casino play.

What regulation and player safeguards cover

A gaming licence, suitability decision and PlaySafe program answer different questions. None makes gambling risk-free or guarantees future compliance.

The 2022 Perth Casino Royal Commission is historical context rather than the venue’s current regulatory status. The later remediation work and suitability finding changed that position, while the Royal Commission remains relevant to understanding why the reforms and continuing oversight were introduced.

Regulatory supervision, anti-money laundering controls, carded play and self-exclusion are safeguards, but gambling still involves the possibility of financial loss. A regulated venue is not a risk-free venue.

Ongoing oversight after the suitability finding

The Independent Monitor period ended, but supervision continued through the Gaming and Wagering Commission. The suitability finding is a current regulatory conclusion within an ongoing framework, and the Commission has stated that the effectiveness of remediation measures must continue to be monitored.

Licence status, suitability, enforcement and statutory controls can change through later Western Australian decisions. The latest Gaming and Wagering Commission or WA Government notice takes priority when a regulatory status changes.

Corporate-governance measures such as employee screening and anti-money laundering controls address institutional integrity. Carded EGM play, limits, breaks, self-exclusion and PlaySafe support address gambling-harm risks more directly.

The current position follows several distinct stages: the 2022 Perth Casino Royal Commission findings, remediation work, independent monitoring, the Gaming and Wagering Commission’s suitability assessment and the later Ministerial decision. The positive suitability finding changed the operator’s regulatory status after that process, but it did not remove the Commission’s continuing supervisory role or make the earlier findings irrelevant to the venue’s history.

Player-facing safeguards operate alongside that institutional oversight. Carded EGM play, weekly time and loss settings, mandatory breaks and PlaySafe support address gambling-harm risks, while governance and anti-money laundering controls address different regulatory risks.

The Gaming and Wagering Commission remains the long-term state supervisor for casino gaming at Crown Perth.
